Cttee has only asked for submissions from NZCLE and NZLS. However, they have put my complaint on their website, so I think anyone can volunteer a submission if they want.

Are "civilians" able to make submissions or is it limited to NZCLE and NZLS? Are papers and opinions &c from NZCLE to be made available?
